Press releasesInterim executive management – a proven, cost-effective resource for managing change in the public sector All managers in the public sector are having to cope with the directive to dramatically cut costs as well as achieve greater efficiencies. Sir Peter Gerson’s Review in July 2004 identified a number of areas that needed to change but public sector departments often lack enough experience to implement these seismic changes. This year’s joint CBI/BIE publication, “Streamlining The Public Sector”, explains just why the Interim Executive Manager, rather than the management consultant, is increasingly becoming an alternative sourcing option in the Public Sector. Already many public sector organisations including the Home Office, Inland Revenue, NHS and Transport for London have tested and proven the Interim option can be successfully applied to the Public Sector Recent surveys from the Management Consultancy Information Service bear out evidence of the spiralling costs charged by management consultancies. Government spending on consultants rose to £1.9 billion in 2004 – a 46% increase on 2003 “Many public sector consultancy projects could be better addressed by Interim Executive Management” claims Martin Wood, Managing Director of BIE Interim Executive, the UK’s No.1 Interim Executive Provider*. “Increasingly, clients require implementation skills as well as advice. The experienced Interim provides both at lower cost.” John Williams, Head of Public Services, CBI, underlines this trend: “As the pace of public sector reform increases, Interim Executives can play a vital role in changing the way organisations and systems operate and public services are delivered”. John Cox, Chief Executive of the Pensions Protection and Investments Accreditation Board, has had the experience of benefiting from the skills of an Interim. “The Interim is able to be objective. They have no vested interest and can view the challenges from “outside the box”. They are solely motivated to deliver a successful outcome to the contracted assignment”. Independent surveys further confirm attitudes are changing. BIE has been working with MORI for the last six years and there is a clear positive trend favouring the application of Interim Executives to Consultants for the implementation and delivery of change ( see attached brochure page 8 ). “Streamlining The Public Sector” is an authoritative, well researched, insight into just how the Interim Executive can be such a valuable and cost-effective resource for the successful managing of change.
